The Government of Sindh (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit (hereinafter called “credit”) towards the cost of strengthening the National Health Support Program in the Sindh Province. The Project Director, Project Management Unit, National Health Support Program in Sindh intends to apply part of the proceeds of this credit for payment to the following “Individual Consultant Services” to be procured under this project.

The Consultant services to be procured on a contract basis are as follows:

  1. Program Director (PD) (PPS-11)
    • No. of Positions: 01
    • Qualification: MBBS/MAS/MPH/MBA/MSPH
    • Experience & Skills:
      • 15 years of experience in professional management, including 5 years in implementing health projects at the national/provincial level and WB/ADB UN Agencies Assisted project experience.
      • Understanding of the health department and health systems is essential.
      • Must have computer knowledge and skills in developing annual implementation and procurement plans.
  2. Additional Program Director (APD) (PPS-10)
    • No. of Positions: 01
    • Qualification: MBBS with/or Masters in Policy Management/Public Health/Social Sciences
    • Experience & Skills:
      • 10 years of experience in professional management, including 3 years in implementing health projects at the national/provincial level.
      • Experience with donor agencies.
      • Excellent command over written and spoken English with equally good command over communication, report writing, and analytical skills.
      • Must have computer knowledge and skills in developing annual implementation and procurement plans.
  3. Public Health Specialist (PPS-10)
    • No. of Positions: 01
    • Qualification: MBBS with/or Masters in Health Policy Management/Public Health/Healthcare & Hospital Management or equivalent.
    • Experience & Skills:
      • Minimum 10 years of relevant experience in health services delivery, public health program development, or program implementation.
      • Knowledge of relevant health regulations and health systems.
      • Must have computer knowledge with research and analytical skills.
  4. MIS Specialist (PPS-9)
    • No. of Positions: 01
    • Qualification: MBA (MIS)/Masters in MIS
    • Experience & Skills:
      • 5 years of relevant experience in the public/private sector.
      • Must have computer knowledge with networking and systems skills.
  5. Communication Specialist (PPS-9)
    • No. of Positions: 01
    • Qualification: Masters in Media, Communications, Public Administration, or related Administrative or Social Sciences.
    • Experience & Skills:
      • 12 years of relevant experience in government or non-governmental organizations.
      • Skills in developing and promoting health messages including SBCC/IEC material.
  6. Monitoring and Evaluation Specialist (PPS-9)
    • No. of Positions: 01
    • Qualification: Masters in Statistics/Economics/Social Sciences/Public Health or Public Administration Management Sciences or Equivalent.
    • Experience & Skills:
      • Must have computer knowledge with monitoring, evaluation, and research skills.
      • Ability to use SPSS, SAS, STATA, or equivalent programs.
  7. Financial Management Specialist (PPS-9)
    • No. of Positions: 01
    • Qualification: Master Degree in Finance/Economics, preferably ACCA/CA/ICMA
    • Experience & Skills:
      • At least 10 years of experience in financial management, audit, or accounts.
      • Prior experience of donor-funded and public sector projects will be given due weightage.
      • Must have computer knowledge with developing financial demand and expenditure plans, as well as knowledge of public audit and account control.
  8. Procurement and Logistic Specialist (PPS-9)

    • Qualification: Masters in Business Administration/Economics

      • 10 years of proven experience in public/private sectors.
      • Understanding of Government of Sindh and World Bank procurement rules.

    • Qualification: Masters in Gender Studies/Sociology/Anthropology

      • 10 years of relevant experience in government or non-governmental organizations.

The Project Management Unit, National Health Support Program Sindh now invites interested eligible individuals to express their interest in providing the aforementioned services.

Eligibility criteria and TORs of each position are in accordance with the World Bank Guidelines.

Interested applicants must send their Expression of Interest/applications along with their detailed updated Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, for possible checks along with 2 photographs (Passport Size), CNIC, Degrees, and experience certificates to the address mentioned below (in person, or by registered mail services) by 21 June, 2024. Only eligible shortlisted candidates will be contacted for interviews.

T.A/D.A will not be admissible to the candidates appearing for interviews. Those already in government service may apply through the proper channel.
